I mean clearly the questions are written by the network or campaign and handed out.

Pretty sure at least some of that went on with the Trump town hall.

I used to work for a very large corporation and I would help the PR team hand out pre written questions to employees at Town Halls. It was pretty funny. The thought was it breaks the ice to get real questions and it did work.
