What makes Trump's tweets off limits? It was a public site.

That is the point, in that since Twitter is a public site, it is exempt from law under the common carrier protection.
This came up with the phone companies a couple decades ago.
Since phones have all been computerized, then the phone company could produce any conversation anyone ever had.
But the courts ruled that is illegal.
There are dozens of reasons.
One is that it would ruin the phone companies since it would cost them billions, and ruin their credibility. Everyone would stop using them.
Another is that common carriers are explicitly exempt from this sort of government extortion.
It is also an illegal fishing expedition.
To be legal the government has to go to court over single specific conversation they prevent evidence of a crime about.
It is never legal to ask for unspecified conversations just in case they might contain something illegal.
It is just as likely they contain privileged client/lawyer conversations that is illegal for the DOJ to hear.

Actually, whether ultimately right or wrong, Twitter’s objections were to the non disclosure order more than they were to the disclosure order itself. Twitter argues that it has a first amendment right to speak to its own customers and that the non disclosure order amounted to a prior restraint on free speech.

It did delay production even thereafter apparently because it couldn’t aggregate all of the Trump posts swiftly enough.

They hadn’t argued in time that the penalty formula was improper.
