What if he doesn't want/refuses to go or disagrees with the fine and won't pay it?

In that case, the company just goes out of business.
In effect fining Musk 40 billion dollars for refusing to hand over private communiqués which his customers entrusted him to protect thus damaging his business? All over some tweets which the government hasn't even shown has anything illegal or criminal in them just because they are fishing trying to FIND something to support a guilty case before the defendant is even tried?
