The bill still says it would give him authority to shut down the border when he thinks it has become overwhelmed.

That doesn't he will shut it down, just means he will shut it down when he wants to. Which considering he could have shut it for the past 3 years I have no reason to believe he will shut it if the bill passes.

Never mind the truth or reality, if it looks bad then lie like hell to convince as many people as possible that he and the democrats are doing something about it or about to when of course he and they aren't. He doesn't give a flyin' fuck about what's really happening, but he certainly cares about who wins in November and there's no lie that's too big for him to push.
