Wrong, ISIS came about because, as in many cases, eliminating one extreme led to another. Saddam was a Sunni and he ruled the majority Shiite population with a iron hand. He was a tyrant. But he was also secular and was an arch enemy of Iran. W decided he was going to "nation build" completely missing the entire religious tribal nature of Iraq. When we occupied Iran and al-Maliki was install we handed the keys of retribution to the new regime, which was in itself another US backed tyranny. We completely blew it.

It was only a matter of time before the revenge killings and the retributions of the Shiite government infuriated the Sunni tribes. From this grew ISIS. Had Saddam remained in power, ISIS would have never happened. The Cowboy and his Uncle Fester sidekick never understood what they had unleashed. I am sure that even to this day, they do not know what they began.

So no, ISIS would have never been in Iraq if we had not invaded Iraq and removed Saddam. The last thing in the world Saddam wanted was a bunch of religious extremist running wild in his country.
