Look at who hates solar energy, and who legislates to prevent the homeowner from disconnecting from the grid. And who hates the idea of individual wind mills? So, in Colorado, you cannot collect rain off your own roof. Amazing. And amazing that the GOP would do this. Make it an issue, make Colorado blue!

Robin Speronis lives off the grid in Florida, completely independent of the city’s water and electric system. A few weeks ago, officials ruled her off-grid home illegal. Officials cited the International Property Maintenance Code, which mandates that homes be connected to an electricity grid and a running water source.

That’s like saying our dependency on corporations isn’t even a choice. The choice to live without most utilities has been ongoing for Robin, the self-sufficient woman has lived for more than a year and a half using solar energy, a propane camping stove, and rain water.

In the end, she was found not guilty of not having a proper sewer or electrical system; but was guilty of not being hooked up to an approved water supply.

Speronis is still being hassled by the municipality of Cape Coral for not having a connection to city water, nor proper sewage. This is regardless of the fact that the city capped her sewers themselves.

Is Off-Grid Really Illegal?
In essence, yes. To live off the grid means to not have to hook up to any corporate or municipal utilities. If a municipality makes it illegal to disconnect from any given utility, they are in essence making off grid living illegal.

...and of course the law only applies to those being ruled as the rulers have exempted themselves from the law.

It essentially means primarily living independently of the utility companies. Using renewable resources like the sun, wind, and water bodies nearby, people are trying to generate their own power by using rain water harvesting techniques; they have successfully severed the water connection offered by the city. Moreover, many people have even taken additional steps to manage their own waste.

No, it does not. Look up the law before making such statements.

Rainwater harvesting is allowed in Oregon, but may only be done from roof surfaces. Oregon Revised Statute §455.060 allows for alternate methods of construction of rainwater harvesting systems. The Oregon Building Codes Division (BCD) has approved the use of rainwater harvesting systems as an alternate method to the state plumbing code. It created methods for both potable and non-potable systems.

Senate Bill 79 (2009) directs the BCD to increase energy efficiency, by including rainwater harvesting, in new and repaired buildings.

Horse shit. If the 'interpretation' of the law leads to absurd places, then that is what we call 'unintended consequences.' It's a prime reason that the government needs to keep out of people's lives where there is no need for them to be involved. Like rain water on people's private property.
 
Swim, learn something about western states water laws. Since there are private properties that are many thousands of acres in extant, the runoff was part of prior water rights laws. You can save rooftop water. You cannot save the water that falls on your acreage. If the person downstream has prior water rights, you have no right to that water.
