Furloughed federal workers may not be eligible for back pay after the government shutdown, according to a memo circulated by the White House, another escalation in its pressure campaign against Senate Democrats.

When asked about it at the Oval Office Tuesday, President Donald Trump said that while the administration has a keen interest in taking “care of our people, “there are some people that really don’t deserve to be taken care of, and we’ll take care of them in a different way.”

That is a scary statement because it suggests that if you (as a citizen) support the Democrats wanting to ensure that Medicaid and Medicare don't get cut (which is why the Democrats did not try to prevent a government shutdown), that you will not get paid what you are due (as a government worker).

There is an employment contract especially with Federal Workers, generally enshrined in law...

I can't walk into my office tomorrow and fire everyone at my own will... There is a contract there, I have to honour that contract and that contract has termination conditions...

For a Federal Worker to get fired or not paid, especially the way Trump is considering it, would need an act of congress as the money to pay them has been allocated and directed by Congress.. It is illegal for the White House to not pay, or spend on something else, he is not a king....

Trump attitude is drag this through courts in the full knowledge that justice delayed (i.e. will take a long time) is justice denied. The thing is, for Federal workers one of the main perks is job security... IT comes with most government jobs, generally speaking what they do today will need to be done for decades.. For that they operate in a different model with different motivations...
To stupid people they try and equate a these jobs to one in private sector, they are not... If a Border Agency Unit does really well in its yearly report, they don't get to increase their share of the market...

So effectively by taking away Federal Job security, they are going to increase the costs of hiring and retaining staff... Any business owner will tell you that... More security means that market will give less pay (it is a balance)
