At what point are weapons so efficient that resistance is futile?

I was searching through some free documentaries and ran across this. Pair the efficacy of this weapon with a robot and anything identified in a thousand yards is toast. Hell, any terrorist could wreck havoc with just one of these weapons without any training. Maybe mass production is a ways off, but the proliferation of such weapons does raise the question of how do you counter such overwhelming superiority.

It's gonna take brains not brawn to win those match ups. Someone needs to invent a kind of six shooter emp to disable all the computer stuff and maybe a subway system to hide in. Force against force will only be a death sentence.

I don't see this as a game changer. There are emerging weapons systems that could be, but a more accurate sniper rifle? meh.
