I think you misunderstand. Trump has given nothing up and I don't see Homan as having crawled to anyone. Two people have died and many others injured and arrested over this crap and Homan has simply taken it to the state personally as head of border protection. All illegals will still be arrested and ICE will do its job, just that Trump is giving MN one last chance to allow police there to do their jobs and for there to be a wider and better communication and cooperation to get the job done that is being done elsewhere smoothly, and show they value their citizens.

I expect this will only improve and ameliorate the process resulting in greater efficiency, fewer problems, and far less media events.

Trump has done the exact opposite of the storm-trooper image the Left have tried to paint it as.

That is so true in many "blue" states. Just the other day I heard it said that Trump actually won in 86% of all counties in the USA. The democrats control actually very little real estate in this country, they just take over the messaging in a few major cities, then use the media in each one to control and brainwash the many people there into voting blue enough to compete with or offset the wishes of the far wider nation.

Look at any map of any state (except Oklahoma) and all you see is a sea of red peppered by just a few blue dots in the bigger cities.

Congress issues block grant monies to the various federal agencies. It's up to the agencies where it goes.

The grant monies MN was getting can be cut off till MN makes a full accounting were the previous grant money went.....Might take a while and there is shit-all congress or the courts can do about it.
