It was a "Joint Session".
There was NO ONE ever in the Senate Chamber.
A Joint Session is conducted entirely in the House Chamber.
Neither chamber "counts votes".
They are counted by the states, and the Senate members simply certify the results posted by each state.
The Senate Chamber was not totally empty and not in use that day.

They left because their function for the way was finished.
