This needs adjudication and I am pretty certain it will get it.

As such, he may not delegate this power and must personally endorse each pardon. It appears that neither of these conditions were met for many of the alleged pardons announced at the end of Biden's presidency. As a result, there is a serious question of their Constitutional validity, which may need to be determined by the Supreme Court
