1. The "War on Drugs" which created draconian laws to fight drugs (which were not a major social problem in 1970)
2. Exempting people under 18 from those punishments
3. The GOP support for ensuring guns are available to criminals

The first 2 pushed drug dealing from the 30 year old demo down to the Teen demo. Lots of money and soldiers who didn't care about killing or being killed.
