Arab banks refused to transfer stipends for security prisoners that were passed by the Finance ministry in Ramallah. The stipends allocated for 94 security prisoners serving punishment in prison and security prisoners who were released.
The newspaper "Falasteen" associated with Hamas reports, that the Palestinian bank returned the stipend funds to the ministry of finance in Ramallah, a step that triggered a condemnation from the Prisoners Committee and the Palestinian Prisoner Club that claimed that it was an "unacceptable move from moral and nation points of view, Qadri abu-Bakr, the head of Prisoners Comittee, said that several Palestinian banks refuse to open new accounts for prisoners who were arrested recently, and also transfer the monthly stipends to the prisoners that were transferred a week ago by the Finance Ministry."

I guess its no more free kantina and parties with lamb ribs...
Next take away the free university degrees and disconnect air conditioners,
make prison a prison, then maybe it starts making sense calling it a punishment.
