Actually what Capitalism depends on is the upward mobility of people through hard work and innovation. The best way to put people back to work is to pay wages and benefits that incentivize them. America's extreme income inequality won't allow that to happen because the profits in it's capitalist system are eaten up by the top 10% and no profit margin is left to pay the working class.
