One issue has nothing to do with the other .

Citizens are entitled to vote and illegal migrants and migrants in general are not allowed to vote ; let the citizens who especially disregard the law and harbor fugitives take care of their vagrant populations .

The apportionment cannot be perfect because there is not a one to one correspondence between the number of citizens per state and the number of congressional seats that can be allocated and there will always be a minute disparity , but to assert that an egregious , ridiculous , blatant imbalance be implemented - based upon the inclusion of illegal migrants - undermines everything about citizens and their entitlement to manage the state .
