If a few thousand fans in the seats sneak them in, if a few hundred of the RV's in the infield bring them in, what is NASCAR going to do? search everyone? search every RV?
FYI..NASCAR has discouraged the Stars and Bars since 2015..with mixed results. As for what they will do..well..probably warn the offender..and toss them out if ignored.

License plate covers - You mean frames? Anything (decals/whatever) on a car won't be problem. Stuff coming into the stadium gets checked like a coat and they can feel free to pick it up on departure.
If all they have is a redneck tee shirt on, they do the same but offer rednecks a cheap NASCAR tee shirt for 10 bucks or less (nobody is interested in seeing these people topless).
These guys who like watching cars on a freeway ain't all that bright but they'll learn. Put it in bold lettering on their tickets. Eventually, even rednecks learn.
