They don't know if it came from China or if a threat to sensitive radar locations over Alaska.

It's amazing to me that the Pentagon is using the height of the balloon and the threat to civilian air traffic as the deciding factor if they should shoot down. They admit that they do not know the capabilities of these balloons until they examine it in a laboratory! That means, they should have shot down the first one immediately!

No indication this one was maneuverable.

The Pentagon said that they knew the first one was from China based upon the design and what they have learned. This one is different, so they don't know where it was from.
