Because the initial strike justification was about the boats carrying cocaine to Trinidad or other nearby islands, not to just slaughter gang members just cuz they are gang members. The boat mission was accomplished, that boat was not going to the islands with cocaine anymore. And the survivors at sea could not glue the boat back together to make it there. They should have been rescued and made prisoners of war.
