We don't know if they did or not because JCPOA only allowed the inspectors to inspect sites Iran approved of. We have no idea what was going on in the rest of Iran. The inspectors had no freedom of movement in Iran and Iran had a long history of deceiving IAEA inspectors to violate NPT.

US policy at the time was no enrichment because that was the only way to be sure Iran would not use those facilities to produce weapons grade uranium. That was Obama's position at the start of negotiations, and it took two years for the ayatollahs to break him down and get him to agree to legitimize Iran's enrichment program. The ayatollahs beat him down to the point where he was afraid to criticize their imperialist activities in the ME or their proxy war against Israel, America's closest and most reliable ally, or their savage treatment of the Iranian people for fear they would not agree to JCPOA.

Everyone knew at the time that it was a terrible deal, and when Obama went to Congress for approval of it, he couldn't get enough Democrats to support JCPOA until he acknowledged it substantially increased the risk of attacks on Israel and agreed to a large increase in military aid to Israel to offset the increased danger he was creating for them.

It was a great political victory for Obama but a great loss to US foreign policy.

They handed over their supplies of enriched uranium and then inspectors were allowed to verify they have no weapons program

Yes, you can fantasize that they have a super sercret stash. But experts look at more than just uranium, they verify the paper trail to be sure they are not buying the supplies to enrich more uranium

Under NPT Iran was required to notify the IAEA of any new construction of enriching facilities, but both Nanatanz and Fordow were built in secret right under the noses of IAEA.

Iran did not give permission to inspect all sites, so there was no way to know what was going on in sites the inspectors didn't see and with Iran's long history of deceiving IAEA inspectors, there was no way to verify Iran was living up to the deal. As long as Iran was enriching uranium, it had a credible nuclear threat to support its imperialist agenda in the ME.

Trust but verify was a great line, but JCPOA didn't allow the US to verify Iran was keeping the deal in areas the inspectors didn't see.
