Regardless, I do agree, unless politicians on both sides start receiving some sort of consequence for their illegal acts, aside from just losing the occasional election, pols on both sides will continue to act in their own interests, and the interests of those who pay them.

Removing Don would have a tremendous effect on Vance. It would control his ability to continue prosecuting wars of choice as well as his successors.

First of all, I believe the Trump administration's heavy-handed attacks on Venezuelan drug boats was a justifiable military operation. It's pretty obvious that we had intelligence as to what was being transported on those boats. However from this point on, we should address this in a different manner. The US Southern Command should now back off of their attacks, allowing the cartel smugglers to become confident that they can continue their operations without being attacked.

The next step would be to employ helicopter gunships to intercept and capture some of those boats and the personnel on them. They are most likely armed with only a few AK-47s, but given the choice of surrendering or dying, they probably wouldn't put up much of a fight.
