During the 9/11 time frame it just happens that:

The only time in the history of the United States of America that NORAD was taken over from its regular military commanders by the Vice President of the United States there just happens to be the 9/11 event.

So during the 9/11 time frame NORAD was being taken over by the Vice President of the United States in replace of regular military commanders trained to do the position.

I don't know anything about that to explain it, particularly since I know of no verification of such events. But if that was done wasn't it a big red flag, even to the military people who would've known about it? And to what benefit?

Again, this type action was not in the perview of NORAD.
