Allow State Legislatures To Override Governors On Rejecting Education Stimulus Monies

The U.S. Congress acted like numskulls making one eighth of the spending in a desperately needed economic stimulus bill education spending. Nevertheless, a governor rejecting this education economic stimulus money for his or her state for that reason or any other reason is not acceptable not with the high dollar amounts involved here and what it means to children living in any governor’s state. It appears like Governor Mark Sanford is prepared to reject the $700 million dollars in education funding the economic stimulus bill would give his state. Congress can’t let this stand. This $700 million will change so many lives of children in South Carolina for the better the U.S. government can’t allow this to happen. The White House has ruled that a governor does have this power to reject these monies and the respective state legislature can’t do anything about it. Congress should pass legislation quickly giving a state legislature power to override their governor’s rejection of these education monies and empower a state legislature to appoint a trustee to take the economic stimulus education monies and distribute it to the respective school districts throughout the state as prescribed by the economic stimulus legislation and if there is no prescription on portions of these monies than by a fair method.


In this enabling legislation, Congress should specify the "J V Martin" School either receive a major renovation or be rebuilt in Dillon, SouthCarolina to make it a fully functional school. This is the school that was widely reported about in the media it was attended by a teenager who was President Obama's guest at his last speech to joint members of Congress. Governor Sanford deserves to be shamed this way. The video of this school shown in the media establishes that it is a disgrace that officials allow such a school to exist in America today.

In this state, the primary source of funding for the Dept. of Education is the Property Tax Relief Fund - receipts from Gross Income Tax. In other words, we pay for the majority of the education expenses ourselves -- including the "Abbott district" expenses. What a concept....
 
Congress can have no such controls over states, you seek to give the feds almost dictatorial powers over the states, we are a Republic not a dictatorship!
