Why shouldn’t waitresses?

They do, on the pitiful wages they're paid. Tips will not be included anymore. If the guys flipping burgers and mopping floors get tips, they won't pay taxes on them either. Many restaurants pool tips and divide them up among the whole staff, so the waitresses get the shaft, because their hourly rate can be very low, precisely because of tips.

A waitress in a Coffee Shop makes minimal tips and does not pay taxes on those tips
A waiter in a 5 star restaurant makes a six figure income and should be expected to pay taxes

There is no need to collect taxes from those low wage earners because it doesnt add up to much. Tax free tips is a gimmick
