Who is it that grants the 'privilege' to drive to 233 million people. The public pays for the roads, we should have the right to use them. And if driving is an absolute necessity for most how can it not be a right?

You can use them to travel.
But you have to agree that driving is not a right to the same degree as other things we call rights because the state can bar you from driving on public roads if you don't have insurance or a license to drive.

Interesting, because most drunk drivers, including most who kill others while driving drunk, are well over 21. Worse is that most have multiple DUI's on their record.

Then we have to redefine what rights are, and we must stop politicians from using the term. Even "civil rights" have a cost. And what about compulsory rights such as public education? It comes with costs and fees. Is education therefore a 'privilege' and not a right? And if just a privilege why truancy laws? What about "everyone has a right to healthcare". Is it only a right if there are no costs involved? Who will pay the doctors if healthcare is a right?

No, we don't. Rights aren't given, thus they can't be regulated. You are born with Rights. Governments work their damndest to steal them from you.
