There's no incremental change in waste heat when replacing fossil fuels with solar. You are replacing generating methods. You are replacing a generating method which produces waste heat which creates a localized warming with one that captures solar energy and creates a localized cooling. But the waste heat from usage of electricity stays the same.

The net cooling measured at the solar farms by satellites takes everything into account. The cooling effect at the solar farms is due to photons being converted into electricity.
