I don't think you understand how modern communications, social media, internet virality work. When people see a protest in one area, they may feel sympathetic and organize their own protest in solidarity. The idea that there has to be some central planner is paranoid. I think the FBI understands this issue far better than you.

Moreover, organizing a protest is perfectly legal because the first amendment protects this.

The riots happened not when "Civil rights" were violated, but when blacks criminals were killed by police, rightfully OR wrongfully.
