If the prolife want to enforce bans, I'd organize this by districts across states.
Have an agreement that if prolife want to instigate and enforce laws banning abortion,
then all MALES of legal age within such a district under that policy must sign agreements
to avoid sexual intercourse with any female unless they have a WRITTEN SIGNED consent form by the
female that in case of pregnancy, both partners agree to carry the pregnancy to term in order to avoid either a legal or illegal abortion.
Both the partners would have to agree to pay all the costs of bearing and raising any child(ren) in case of pregnancy.
And have this in writing BEFORE and as a CONDITION to engaging in sexual intercourse.
If partners are under 18, then two parents or guardians must sign for consent and agreement to pay
for the medical costs, expenses and care for any child(ren) that the minors under their legal custody agree to have.
And any violations of this policy would constitute either abuse, negligence, or accessory to abuse.
So add that as a condition in order to bar abortions in any given district:
all residents must agree to an ABSTINENCE policy required written signed consent in advance
in order to prevent either
* legal or illegal abortion
* forcing any female into an unwanted situation of either
pregnancy or abortion or not being able to abort a pregnancy.
In order to prevent any of the above, all residents in that
district would have to agree to a uniform policy in order
to enforce laws banning abortion, by preventing them in the first place.
