Only the formula is contained in the charter. The actual dollar amount is determined by the mayor, who runs the Department of Sanitation. When there's more snow, money gets pulled from somewhere else.

The dollar amount is only allowed to be changed upward, in cases of emergencies. It's not allowed to be reduced like the OP was claiming.

Your boy Mandani just took almost a billion dollars out of the city's rainy day fund. Maybe snow isn't your biggest problem.

And could that be he needed that money to close the gap in the budget deficit that your boy Adams left for him?
 
Snow eventually melts.

All cities should just stop wasting money on snow removal.

Reallocate that money to free buses…that cannot operate in snow.
