Terrorists certainly did it, although exactly which terrorists is debatable. I watched the cloud of smoke from a 3rd floor roof in Centreville VA where I worked , about 19 miles from the pentagon, and it was stark against a blue sky. The following Thursday the wife and I drove by south parking, and of course it was ringed with troops and apcs and bradleys, and I was expecting to see engines, wheels, wings and trash everywhere. It looked like someone had taken a 20 foot hole punch and punched a hole it the wall at ground level, and hardly anything lying around. I don't think there was enough time to clean that up that fast, it was still green and not much was burned on the exterior. That plane didn't even drag a little bit and hit it right at ground level. That's some good flying indeed with all the stores around there.
