Seems to me that Madison’s summary of the constitutionally articulated division of powers between the states and those of the federal government do not allow our federal government such latitude as explained by him in Federalist No. 45:

The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected.
