That won't help the homeless people you describe. Even with assistance for housing, food, medical, counselling, and employment, they are still living in a primative state. They need close supervision, or they will harm themselves further, no matter how much money is on their ebT cards.
The homeless aren't monolithic; some are drug addicts who will spend a huge percentage of any money they receive to feed their habit.

Imho, they would benefit from your solution.

There's another group of homeless who would use the same amount of money to put a roof over their head as I did when I turned 62 and became eligible to receive SSA benefits after spending the previous 14 months living on the streets.

I wanted to go to this food bank give away but I don't have a new truck. They said by that I would have to be one of the people handing stuff out. The vehicle lines were over a mile long.
