If you have not enough of nukes (and other military power) to win a war, and your adversary has, you can't escalate situation to the level of nuclear war, and he can. And this means, that he can win almost any important conflict just raising the stakes.
Thats why military power (especially nuclear power) is that important even at peace time.

What is worse (for you) even if you win in American roulette (six chambers, five cartriges) game with Russia, you'll have your next rounds with China and European Union, both with larger nuclear arsenals and with your country significantly damaged.
