That is the exact time it takes earth to rotate in its axis
However we don’t judge the day by the earths rotation..we judge it by when the sun is up in the sky
The earths path around the sun is not a straight path nor is the speed ever constant . The earth gets closer and further from the sun during its journey ,which causes days to be over and under 24 hrs
It’s never 12 and 12 of day and night
Plus the earth moves about a degree a day to the sun which almost is 360 like a circle
