If 3000 students need to be kept back until they master their grade-level material, so be it. However, bear in mind that means next year there will be 3000 more students in that grade level than there otherwise would have been. That could mean much larger class sizes, a need for more teachers, more classroom space, more desks, more chairs, more textbooks, etc. Likely, this kind of "bottleneck" would be felt more sharply in some districts than others, impacting the learning experience for a number of students. What's the solution? I don't know but bear in mind that a certain percentage of these bigger grades would also be kept back the following year. See where this leads? This is partly where the pressure to move kids along comes from. Again, I don't know what the solution is.
