Actually tying solar power to the production of stuff that's not time critical (like desalinization) is a great idea. But there's no need to complicate the concept by littering the system with "tidal generation" and other gimmicks..

In a sense -- this is what's been proposed for hydrogen generation.. It's energy intensive but could power a large part of the transportation fleet.. Solar powered factories are PERFECT for this use..
