He was aware that Iraq was threatening Kuwait if they continued to over produce oil and drive down prices. Why did he not tell his trading partner Saddam that we would defend Kuwait as if we had a mutual defense pact with them, we didn't. Why did his Ambassador tell Saddam that we had no opinion on Arab/Arab conflict when asked what our response would be. Why did he lie to the American people when he claim the invasion of Kuwait was a surprise attack when he was informed well in advance that Iraq was massing troops and tanks along the border?

Oversaw the collapse of communism in Europe and the Soviet Union, removed Noriega from power in Panama, and won the Persian Gulf War without going into Iraq and practicing regime change. You're right about one thing, we'll never know. Why did he ask then? I still think that if the world's remaining super power told him in no uncertain terms that we would defend Kuwait like it was our 51st state, there is no way Saddam would have tried to invade. Bush gave him mixed signals.
