When the Communist ICBMs with nuclear warheads are thirty minutes away from impacting and detonating in the USA, there isn't time to convene Congress to debate on and approve a counter attack; formal Declaration of War. Hence Emergency War Powers Authorization.

Technology and communications are much advanced over the times of the Founders 250 years ago. Back then quickest time to get a message from Maine to Florida was either weeks by horseback or several days by sailing ship with good winds.

Today, crap can happen before one finishes the morning shit~shower~shave.

Not just inside the USA, but around the world where we have military based, citizens doing business/vacation, investments and business interests, etc.

Reality is that the USA as a global trading nation and one with many alliances can not count on physical distance as a barrier or basis for isolationism.
