The constitution is very clear who has war authority.
It is also very clear who is the Command in Chief of the Armed forces\
An act of war is not inherently n declaration of war, and so, while only Congress can declare war, nothing in the constitution precludes the President from committing an act of war.

Consider too that a declaration of war -- that is, the creation of a state of war between the US and (x) - takes the gloves off -- the President suddenly has no limits on what he can do, and how long he can continue doing it.

Which R do you think should take to the floor of the House or Senate and make the case trump should be able to conduct the Iran war as he sees fit because previous Congresses have shirked their constitutional obligation to reign in past prez's?
