I've discussed this on a UK forum, because I'm British.

This is just an idea

Welfare benefit money divided by minimum wage = number of hours they should work for the community.

To do this, you go to the local job centre or college etc.. and you're put on a community programme. Say two hours in the classroom looking at job applying and what courses you could do to retrain. The rest of the hours is in the community. Litter picking, pavement sweeping, gardening, cleaning the windows of care homes, painting public railings etc..

If they don't work = No welfare
Poor attendance = Reduced welfare
Poor productivity/attitude = Reduced welfare

What a truly warped point of view. Not feasible whatsoever.
