Obviously not one in ten women are mugged and forced to have sex, so it's likely that the majority of these situations are probably date rape, or students at a party and things getting out of hand.

So my question is, do you think there's ever a point where the behavior by women has got to be part of the situation ?

Recently here on our U of O campus, three basketball players were not prosecuted for rape, but were kicked out of school. Some in the community including the victim, were outraged that rape charges were not filed. It became a big local story.
Thing is when you read about the victims behavior, while I won't use the cliché term "she was asking for it", but I will say that her reported behavior led to being in an extremely vulnerable position.

So my question is, do you think there's ever a point where the behavior by women has got to be part of the situation ?

Women always want freedom without consequence. This is no different. This outcome is almost entirely one manufactured by women's choices. Women and public drunkenness is way out of control. There's a cultural signal about drunk women being cool and fashionable and fun and it's all great until she wakes up and realizes that she had sex she didn't want to have.

The persona of the demure woman, in control, restrained, expressing her sexuality sublimely is a thing of the past. Now it's the drunken slattern up on the bar gyrating to the music with wild abandon while downing shots and then brazenly flaunting her bodacious tatas to the men, etc.

The whole script of female sexuality has flipped. The problem is that the two scripts also come with two different probabilities of outcomes which arise from acting out the script. The older script had far less women waking up wondering how they ended up in a strange man's bed.

That figure seems high, but then again, most of the women I know are in their 40s, 50s and 60s.

It was definitely in the Register Guard, not sure about the Eugene Weekly.
 
Drinking at a college party until you can't forcefully resist isn't rape.

I think we're gonna see that change. Men are getting sick of being solely responsible for what happens when a man and a woman are both drunk.

Now , if the guy wasn't drunk, or he forced her in any way, that is different. but be honest, you know there are women out there who purposely get drunk so they can giggle about "I' don't normally do this" as they are having sex with a random man.

It's actually scary to think how easy a man can get himself into a situation where he's accused of rape today.

The problem as it si described may or may not exist.
The issue at hand, and the most troublesome is government stepping in with some kid of heavy handed one size fits all 'absolute' legislation which removes all common sense from the equation. These things usually end up trampling on the civil and constitutional rights of the accused. And even shift the burden of proof on to the accused.
If this issue is to be faced down in a rational legal way so as to protect the rights of all parties, it has to approached with much thought, intelligence and common sense.
 
Read something recently about an investigation into 60 or more universities with disturbing records of investigations into rape allegations, in effect cover-ups. So no, I have no difficulty accepting this stat. Rape is a massive problem globally right now. And criminal prosecutions are part of the reason. Something like only 1 in 1000 'rape kits' get used in court and just 1 in 20 rapes even get reported.
