You simply can't emphatically make an a full on accusation without tangible evidence. Graham had and has ZERO evidence.

What's more -- if you are going to use nukes as a reason to go to war with someone then why haven't we bombed North Korea, China, Pakistan, India, and Israel? No good answer.
