Tonya Harding was never good enough to have a "fall".

She placed first in a US Championship, fourth in Olympic competition, and was a 2 time Olympian. I think that's enough for a fall.

Harding was never the greatest at her particular type of competition, but she was certainly near the top for at least a little while.
