Unfortunately... despite what movies have told us ... that particular method isn't able to blind a CCTV cameras since they changed from videcon tubes to CCD chips, over 30 years ago.

A laser much stronger than a laser pointer COULD destroy individual pixels in a CCD array, but would not disable the entire camera with a quick flash.
