They actually already are..part of the reason for this treaty is the help the Russians get a handle on their inventory so one doesn't fall into the hands of a terrorist (Which is a very real possibility because the economy in Russia is still catching up).
Nukes are a tough business...you just can't build them and leave them. They have to be maintained..and that isn't cheap.
It's part of the reason Libya gave up on them.

Let's see, Ollie: every living president and secretary of state says we need this treaty now. A few far right GOP reactionaries in Congress and a few far right reactionaries here say we need more time to debate it. That was thinking in 1941 when the re-authorization of the draft passed by one frickin' vote in the House. If the bill had failed, our rearmament program would have gone in the toilet, and if you think the U.S. was in bad shape on December 8 later that year, imagine what would have happened if this defeatist thinking I am seeing here was making decisions back then.
