“The treaty prohibits the conversion of an existing ballistic missile system into a missile defense system,” said Miller. “We might want to do that with a Trident or an ICBM sometime in the future, particularly if the Chinese alleged threat materializes.”

OK, I looked up the comments by the admiral. So what? Minority opinion weighed by the administration.

R1, the START is approved by Bush, Reagan, Bush, Carter, and all living secretaries of state. Do you really think the concerns by the admiral were weighed, considered, pondered, remedies worked out, and so forth?

Personally, there should have been a debate on this issue. This has far reaching ramifications for years to come, and shouldn't have been rushed through in the last couple weeks of this Congress.
This was signed last spring and nothing done for months...then the last two weeks it becomes vital. This is the problem I have, giving it to politicians who could care less because they are on their way out, not the way to do business.

Miller has been retired for quite awhile, the guy served in WWII! he's in his 90's. I'm sure he was a brilliant leader, but he's been out of the game for quite awhile as he retired almost 20 years ago.
