The average is shy of $11,931, not the "Twice as much money" as you said. The Utica School district includes 4 Schools and 2198 students. Of those, 86% of them are white. So I'm just going to take a guess here and figure that you probably don't have a very large percentage of students who are ELL or Special Needs or economically disadvantaged.
