This should not surprise anyone.

One executive said in discussions with White House officials that his company has 50 participants in a factory apprenticeship program, but could take 500 if enough were qualified. But he said that in his experience, most students coming out of high school lack the math and English skills to absorb technical manuals.

We have a couple of vocational high schools here in Clark County, Nevada and they are filled with students selected for their grades and desires. The graduation rates are sky high and they almost immediately find jobs. We much do something about increasing this and we can fill more jobs with qualified youths.

So, that's the reason they move to Mexico, because these people who are willing to pick fruit for a living are so much better educated and prepared?

There might be a education gap, but it doesn't justify the outsourcing to even less educated districts.
