Here is Mr. Epling's video. The object is not moving the shaking is caused by Mr. Eppling, possibly due to alcohol withdrawal. He adds, "I've wanted to see a UFO all my life," he said. "I wasn’t scared, I was fascinated, especially to see something out of the ordinary." After which he started to flap his arms, spin in a circular motion and sing "I Believe I Can Fly".

Just a guess but it appears he is filming through the Windshield of a car, it also appears he has the camera on low light setting even though it's a bright sunny day. My guess is it's nothing but glare from an imperfection or Crack in the Windshield.

Simple fact, every amateur astronomer I know has a camera mount on their telescope.

Every single one.

If this had actually been a video taken by a cell phone through the viewfinder of a telescope by hand you would have seen the viewfinder, it would have looked something like this. Probably closer, but you would have seen the viewfinder. That tells me the guy is lying.
