I was simply speculating, I suppose they would still have to pass through canadian immigration, and wouldn't be able to without a visa, the same as attempting to fly into the US w/o one.

There are many who do somehow manage to raise hundreds and even thousands to be guided across the border and beyond the 20 mile buffer zone. I would think that selling them work visas and at least being able to documant and track them would be a better idea. Then they would have to earn at least the minimum wage and pay into the system.
