Not unless that is specifically written into the law authorizing payments. You can't just take your ball and go home if you don't like the way the game is played. Saying they're in violation of the federal law is meaningless, because every state that legalized marijuana is in violation of federal law, and unless you propose to withhold federal funds from each of those states, you have a selective application violation.

With Comey's testimony on the Russian influence on the US elections, the clock is ticking on this administration. The Republicans are even worse at governing than they are in opposition. The FBI has declared 3 times now there is NO EVIDENCE to support the snowflake false accusations of 'collusion' between Russia and Trump. There is NO EVIDENCE to support the FAKE NEWS claim that 'the election was hacked'.

The only thing 'hacked' was the DNC's racist, sexist, homophobic, anti-Semitic, primary-rigging exposing e-mails...and they were hacked by the same Russian Spy agency Hillary's campaign manager's brother worked for.
